Staff presentation and applicant summary Brent, presenting for county staff, described the proposal as a 25,817‑square‑foot facility with boarding kennels, daycare, grooming, offices, indoor training and storage. The site plan shows approximately 20 employees and proposed hours of operation of 7 a.m.–6 p.m. Monday–Friday and 9 a.m.–5 p.m. on weekends. Staff reported the site is within Kuna’s area of impact, designated agriculture on the future land‑use map, and that the kennel occupies only a portion of the property, leaving the remainder available for agricultural uses. As submitted the facility could house up to 200 animals at maximum capacity. Staff recommended approval with conditions and added a recommended condition — requested by Ada County Highway District (ACHD) — that the applicant submit a revised site plan showing the structure at least 150 feet from the centerline of Kinamora Road.
Variance and agency comments The applicant requested a variance from a 600‑foot separation standard for animal boarding with outside runs; staff reported the applicant seeks to locate some kennel elements within 400 feet of the rear property line and 140 feet from the front. Staff recommended the variance could be granted because of site constraints: the parcel’s triangular shape bounded by the Kuna Canal on three sides, irrigation lines, ponds and existing water features that limit alternate building locations. Agencies routed for review raised no objections. Central District Health advised that any restroom or plumbing will require a sewage system that meets Idaho regulations and will review septic permitting; the county engineer required a grading application and on‑site drainage retention; ACHD requested structures be placed 150 feet back from the centerline of Kinamora Road and warned the applicant may need to relocate parking if a right‑of‑way dedication occurs in the future.
Public testimony and concerns More than a half‑dozen neighbors and other participants testified. The closest residence, the Youngs, is about 250 feet east of the proposed kennel and objected in written and oral testimony. Key public concerns included potential noise from barking dogs, disposal of animal waste and groundwater impacts, added traffic and safety at a nearby railroad crossing that lacks a crossing arm, possible drainage problems from additional hard surfaces, and impacts on property values. Several neighbors and speakers pressed the board about the reduced setback the applicant requested and whether sound‑mitigation and waste‑management plans would be sufficient.
Applicant response Applicant Whitney Bonnet described her experience working with animals and said the facility would use an engineered well (not the irrigation pond) and that animal waste would be collected and disposed of according to industry and health‑department guidance. Bonnet said building materials with enhanced sound‑deadening properties were selected, that dogs would be housed indoors at night and staff would be on‑site at all times, and that multiple small outdoor yards and solid fencing would separate animals and reduce noise transmission. She said the facility’s purpose is primarily overnight boarding tied to travel and not high‑volume daily daycare.
Board action After questioning from commissioners about water, setbacks and noise mitigation, a motion to approve application 202400859 (CU‑MSP‑V) passed. The approval included the staff‑recommended additional condition that the applicant submit a revised site plan showing the structure a minimum of 150 feet from the centerline of Kinamora Road; staff noted ACHD’s comment that future right‑of‑way dedication could require relocation of parking. The chair called the voice vote and announced the motion carried.
