School board adopts Title IX updates, approves Panorama survey, accepts resignation and several routine items

The John Stark Regional School District School Board on March 4 adopted a package of policy updates to align with recent federal guidance on Title IX, approved the district's annual Panorama survey contract, accepted a staff resignation and approved routine operational items including student overnight trips and a new early-release day on next year's calendar.
Board members voted in favor of adopting a set of policies described in the meeting materials as ACACA, ACAC, ACN, Appendix ACR2, GBAM and IHBCN. Board discussion referenced a need to revert to an earlier policy version to remain in federal compliance and to send certain items to the policy committee for further legal review. "We have to operate under the right set," a board member said during discussion.
The board also approved the Panorama survey, a third-party survey used to collect student, staff and family feedback. In presenting the Panorama item, the presenter summarized how the system keeps responses confidential while enabling reminders to non-respondents. "Last year was the first year we included families and other important adults," the presenter said, noting the district uses Panorama data to measure multiple strategic-plan metrics.
On personnel, the board unanimously accepted the resignation of Tiffany Smith. The board approved minutes from the Feb. 7 meeting, elected Jill as vice chair and cleared several overnight intersession and extracurricular trips that require one or more nights away from home.
The board also approved adding a fifth early-release day to the 2025-26 calendar to create a turnaround day in January; the transportation pattern for that day will be adjusted so buses pick up high-school students first. The board noted the change was to balance alignment with feeder districts and minimize costs.
All the above motions were handled in open session with voice votes recorded as "Aye" in the meeting transcript, and no roll-call opposition was recorded in the public minutes.
Looking ahead, several items the board approved will be refined in committee, including legal review of Title IX-related language and policy committee follow-up on wellness and nursing-mother provisions.
