The consent agenda passed by voice vote.
- Personnel action (executive session result). After an executive session, the council authorized the mayor to execute, in substantial form, a separation agreement between the city and Juliana Njoku. The council voted by voice to approve the mayor’s execution of the separation agreement.
Most votes were taken by voice and reported as “ayes have it”; the meeting transcript did not record individual roll‑call tallies for these actions. Council members and staff told the body there were no substantive changes to the ordinances since the prior work session on March 10; the zoning fee schedule included clarifying corrections agreed in the meeting.
