Design Review Commission approves Apple Street commercial building with updated pedestrian access and landscape condition

The Boise City Design Review Commission on March 12 approved DRH24-00436, a proposal to build an approximately 7,800-square-foot commercial building at 2351 South Apple Street that will include a Taekwondo studio and two retail shell units, with a condition requiring the applicant to submit a revised landscape plan prior to building permit application.
Staff planner Rachel told the commission the 0.66-acre site is on the west side of Apple Street north of Park Center Road and that the Planning and Zoning Commission, at its March 10 hearing on a conditional-use permit, required more direct pedestrian access along the Apple Street frontage. The applicant provided an updated site plan and east elevation showing a second street-facing door and a second sidewalk access to address that condition. Staff found the project met the design standards and zoning ordinance requirements and recommended approval.
Jeff Hatch, representing Hatch Design and Architecture, said the team had revised the sidewalk configuration following discussions with staff and neighbors. "We're eliminating the attached sidewalk, detaching that sidewalk, and bringing that closer to the building itself," Hatch said, describing added bicycle parking and patio space intended to encourage pedestrian use.
Commissioner Semple raised concerns about the proposed plant palette and recommended a pre-permit landscaping submittal. "My concern is that one of the plants, the Wyoming sagebrush, is probably a little more applicable in a revegetation/native situation," Semple said, and questioned whether the west-side planters would support the proposed laurel species. Semple moved to approve the design review with findings in the staff report and an added condition (Condition H) requiring an updated landscape plan prior to building permit submittal "to diversify the plant palette, provide plants appropriate for the location, exposure and hydrozones, and that are available in local nurseries." The motion was amended to explicitly include the updated site plan and elevations presented at the hearing.
The commission voted unanimously to approve the project with the added landscape condition and the revised drawings shown at the hearing.
The approval means the applicant may proceed toward building permit submittal after meeting the conditions spelled out in the staff report and the added Condition H.
