New Rochelle HLRB approves stone resurfacing for 37 Rockland Place stoop and steps

The City of New Rochelle Historical and Landmarks Review Board approved a certificate of appropriateness to resurface the front stoop and steps at 37 Rockland Place during a short meeting in which applicants and board members discussed material matches and preservation of original dimensions.
James Cort Levin, president of Cort Levin Painting Contractors Inc., told the board he was hired to restore the front porch and stoop at 37 Rockland Place and presented photos, stone samples and a plan to replace the visible brick facing with 2-by-2 stone pieces he sourced from Stone Farm and Spring Lake Mosaic. "I'm James Cort Levin, president of, Cort Levin Painting Contractors Inc.," he said when asked to identify himself for the record.
Levin described the work in detail: he said he would remove the existing brick facing, cut away about two inches from the top of the flag, grind and level the surface, and embed the new 2-by-2 stone pieces on top of the prepared substrate. He also said he would take out and re‑set the existing handrail in the same location and maintain the current step dimensions and heights. "I'm gonna take away the brick, you know, work with the existing, foundation... fill that with cement and and get a nice level point and then set smaller pieces of the same stone consistent with the size that's here now," Levin said.
Board members asked clarifying questions about size and materials. A board member moved to approve the application "as presented," and a second member supported the motion; the board then voted in favor. The transcript records the vote call as "All in favor? Aye. The application is in an R-1 Historic Zone District at Block 878, Lot 74.
