Commission recommends rezoning for 532 Hawkins Street to allow multiunit development

The Planning Commission on March 12 forwarded a favorable recommendation to city council for a rezoning request at 532 Hawkins Street that would enable construction of multiple rental units designed for small families.
Staff described the 9,178-square-foot parcel, zoned R-3, and said the applicant presented two proffers: an occupancy limit (single-family occupancy or no more than three unrelated persons per dwelling) and a minimum of 1.5 parking spaces per unit. Staff recommended approval.
Gil Coleman of Coleman Engineering, representing applicant James A. Herr, said the project seeks to provide infill housing and maximize use of a tight urban lot. Coleman said the design places parking in the rear using an existing public alley and that the developer hopes to include a small playground for family-oriented units. He told commissioners the alley will require a compacted base to support fire apparatus and that final pavement decisions will depend on construction cost and neighbor coordination.
A neighbor, Patricia Sayer, told the commission she and other nearby property owners support working with the applicant and that the project could help improve the neighborhood. Coleman also said the applicant expects to sell the finished property to Bridge of Hope, a nonprofit that serves single women and mothers; Bridge of Hope would operate the units for its clients.
After limited public comment and discussion about alley improvements, the commission voted to forward a favorable recommendation to city council. The council will consider the matter April 8.
