CAMPO removes two mistakenly included projects from 2025–28 TIP amendment

The Carson Area Metropolitan Planning Organization approved Formal Amendment 25‑2 to its federal fiscal year 2025–2028 Transportation Improvement Program (TIP) at its March 12 meeting, removing two project entries that were mistakenly included in the amendment packet.
The amendment corrects the TIP record by taking out the project sheets that were not carried forward into the adopted FY2025–2028 TIP. Jared Grama, transportation planner, told the board the two project sheets — the South Carson multi‑use path connector (packet page 37) and a Safe Streets/Roads for All project tied to Empire School (packet page 34) — came from a previous TIP and “were mistakenly brought into this packet.” Grama said neither sheet included budget numbers and that the projects were not fiscally constrained in the FY2025–2028 TIP.
The change was described by Chris Martinovich, CAMPO transportation manager, as a cleanup: the two projects had been closed as part of the earlier TIP action and were not part of the adopted set of projects for the current fiscal years. The board moved to approve Amendment 25‑2 “with the removal of the project listed on page 34 of the packet and page 37 of the packet.” The motion was seconded and passed unanimously.
Why this matters: the TIP is the federally required, fiscally constrained list of prioritized transportation projects that guides federal funding and regional planning. Leaving inactive or closed project sheets in a current TIP amendment can create confusion for project sponsors, the public and funding agencies; removing them aligns the amendment packet with the adopted TIP.
The board record shows a public comment period was open for the amendment from Feb. 22, 2025, through March 7, 2025; one public comment was recorded regarding the Curry Street Complete Streets project. The two projects removed from the amendment were not reflected in prior approvals and had no funding lines in the current TIP.
Board members asked for clarity that the motion explicitly remove the two pages from the packet; the board clarified the motion language before voting.
The board approved the amendment as amended by removing the two project sheets. The CAMPO staff indicated project numbering in the packet presentation would be adjusted following the removal.
