Committee advances bill to update model school library standards for AI, media literacy and online safety

Dr. Patel introduced AB 279 to require the Instructional Quality Commission to recommend updated model school library standards (MSLS) for adoption by July 1, 2028, and to institute an eight‑year review cycle. The author said the last comprehensive update occurred in 2010 and library standards have not kept pace with technology changes, online disinformation, and the emergence of artificial intelligence.
Jeff Frost of the California School Library Association testified in support and said school libraries and librarian expertise are embedded in other subject standards; updating MSLS would allow coherent integration across subjects and modernize media, information and AI literacy for K–12 students.
No opposition was recorded. Committee members voiced support and the bill was sent to Appropriations for fiscal review (the transcript records a 6‑0 vote).
