Staff explained the site comprises two parcels (the presenter described them as “the smaller one is 2100 and then we have the larger one in the back that’s 2044”) and said a 1993 conditional rezoning included proffers intended to prevent a junkyard. One proffer on the rear 4‑acre portion requires that vehicles stored on the property “must be titled in the name of the current property owner,” which the applicant and staff said conflicts with operating an RV storage business where customers bring titled vehicles owned by others.
Staff said the current request is not to change the zoning district but to amend the proffer language so the RV storage use can operate; because the hearings were already advertised, staff asked the commission to open each hearing and then continue both to April 9 so the two special‑use permits and the proffer amendment can be considered together. The commission opened each public hearing, heard no public comment, and voted to continue both applications to the April 9 meeting.
The commission recorded motions to continue application UP10:42‑25 (mini storage) and UP10:43‑25 (RV storage) to the April 9, 2025 Planning Commission meeting; roll calls for both continuances were recorded as unanimous yes votes by the commissioners present. Staff said a full staff report and presentation will be provided at the April 9 meeting and that the rezoning/proffer amendment will accompany the special‑use permit reviews.
