400‑horsepower motor (spare): The council was briefed on a competitive solicitation for a spare motor for Water Well 27. Staff recommended awarding to Lufkin Armature as the low bidder for a motor price of $64,776. Staff described the purchase as a critical capital spare; no formal award occurred at the workshop.
Odor control curtain enclosure at Conroe Central Wastewater Treatment Plant: Staff proposed installing odor curtains on three sides of the headworks to reduce odors carried by easterly winds. The recommended contract was $79,967, to be funded from prior bond proceeds; staff characterized the curtain as the remaining piece of odor controls at the plant and said earlier mechanical options were obsolete or unavailable and more costly.
Material testing for Water Plant 32: Staff recommended contracting Geoscience to provide construction material testing and quality control services for Water Plant 32. The proposed amount was $75,000; staff noted Geoscience had already performed geotechnical work for the foundation and the purchasing group recommended continuity of consultant services.
Why it matters: staff said the Well 5 failure is an immediate operational matter that requires repair to restore reliable water production. The spare motor purchase and testing contract are preventive asset‑management items; the odor curtain is neighborhood‑focused mitigation.
