The Tracy Planning Commission voted unanimously to recommend approval of a conditional use permit for Sculpt Studio Pilates, a Pilates-based fitness facility proposed at 11 East Sixth Street.
Assistant Planner Christina D'Agadio presented the staff report, saying the 1,296-square-foot suite in the Clark Building is zoned Central Business District, where recreational uses such as a Pilates studio are conditionally permitted. "As the site is in the Central Business District, additional off-street parking was not required," D'Agadio said. Staff recommended approval and concluded the project is categorically exempt from the California Environmental Quality Act under CEQA Guidelines section 15301 (existing facilities).
Property owner Greg Coase, who addressed the commission during public comment, said the space had previously operated as several different businesses and that the proposed occupancy (about 10 people per class) is substantially less than the prior restaurant occupancy. "We've owned it 54 years in Tracy," Coase said, describing the owner's support for the tenant's permit request.
Applicants Marina Omar and Rachel Parson spoke briefly, thanking staff for assistance navigating the permit process. "Christina Delgadillo made it really easy because this is new business for us," Omar said.
Commissioners asked about hours of operation and fire and building-review processes. Staff said the city generally does not impose specific hours for low-impact daytime businesses such as fitness studios and that the fire department conducted a review for the CUP; any additional fire or building requirements will be addressed during the tenant-improvement/building permit phase.
After discussion, the commission voted by roll call to recommend approval; the final motion found the use consistent with zoning and the CEQA categorical exemption. Roll-call votes recorded: Chair Joe Orcutt 'yes'; Vice Chair Penning 'yes'; Commissioner Atwal 'yes'; Commissioner English 'yes'; Commissioner Boache Boateng 'yes'.
The recommendation will be forwarded to City Council per the permit process, and staff noted code enforcement typically allows businesses to operate while actively pursuing required permits when the use poses no known harmful impacts.
