Planning Commission approves three-year extension for 40-lot Cordes Ranch tentative map

The Tracy Planning Commission on a unanimous roll-call vote recommended a three-year extension of the 40-lot Cordes Ranch tentative subdivision map, moving the map's expiration to July 14, 2026.

Senior Planner Victoria Lombardo told commissioners that the tentative map, originally approved in 2021, subdivides roughly 978 acres into 40 lots and that most of the specific-plan area remains under a few large parcels rather than individually subdivided. "They're very close to having that final map ready for City Council approval," Lombardo said during the commission's discussion.

The extension request arose because the applicant applied for more time before the original two-year approval period expired. Lombardo said the original approval under the Subdivision Map Act was for two years (July 2021 to July 2023) and that submitting an extension application before expiration preserves the map for action. Commissioners asked whether the delay required new environmental review; Lombardo replied that the project's environmental review is governed by prior environmental impact documents for the Cordes Ranch specific-plan area. "The EIR done for the Cordes Ranch project was approved by the City in 2013," she said, noting staff re-opens and reviews the EIR and project files when a final map or building application is filed.

Commissioners also asked how many further extensions are possible; staff said the planning commission can grant up to three discretionary extensions, each for up to three years, and that staff does not expect that will be necessary because the applicant indicated the final map is nearly ready.

After discussion, a commissioner moved to recommend the three-year extension to July 14, 2026; the commission then approved the recommendation on a roll-call vote: Chair Joe Orcutt 'yes'; Vice Chair Penning 'yes'; Commissioner English 'yes'; Commissioner Boache Boateng 'yes'; Commissioner Atwal 'yes'.

The commission's recommendation will be forwarded to the City Council as the next step in finalizing the map and recording individual parcels.

The commission record shows staff and applicant discussions over the last year and a half about minor adjustments versus pursuing a different map; the applicant ultimately elected to proceed with the currently approved tentative map and requested the extension to allow time for the engineering and final-map processing steps.
