Higher-education leaders brief Senate Education Committee on capital needs, workforce expansions and campus growth

Chancellors and presidents from Tennessee's public higher-education systems spoke to the Senate Education Committee about capital maintenance needs, workforce-training programs and modest recurring support requests.
Flora Tydings, chancellor for the Tennessee Board of Regents, highlighted recent workforce-training accomplishments: TBR reported more than 1,003,650 workforce training hours last year and a 48% increase in TCAT workforce training hours, serving more than 37,000 individuals and hundreds of employers. TBR requested a recurring $2.273 million appropriation to expand a center for workforce development and outlined capital projects already approved, including TCAT Sumner County expansion and TCAT Memphis aviation campus replacement; TBR told lawmakers the Memphis replacement project remains about $21.3 million short of required funding.
Randy Boyd, president of the University of Tennessee system, said UT is experiencing historic enrollment, retention and research growth. He emphasized system priorities such as capital maintenance (he cited a $938 million deferred-maintenance estimate systemwide) and asked lawmakers to consider larger capital-maintenance investments. Boyd said UT's top supplemental request was $1.9 million recurring for UT Southern to bring compensation and program support closer to peer institutions; he also noted the recently renewed management contract with Oak Ridge National Laboratory and that UT Health Science Center attained R1 research status.
University of Memphis leaders reported urgent deferred-maintenance needs and requested support to convert existing campus space to research labs. The university welcomed a THEC capital-maintenance recommendation of $70.5 million for higher-education lab and infrastructure conversions to support r 1 research activities.
Committee members did not vote on appropriations at the hearing, but members asked questions about partnerships with industry (Nissan, apprenticeships), workforce pipelines, capital shortfalls and how state investments would be matched and sustained.
