House committee votes ITL on bill requiring DOE to keep charter school student records

Committee leadership said the change duplicates language already passed in a separate charter-school bill earlier this session and discussed with the Department of Education.
Committee members debated whether HB 740 differs from recently enacted provisions addressing charter school closure and record retention. Supporters of ITL said the previous legislation already included a section governing records when a charter school closes and that sponsors had coordinated with the department. One member sought the earlier bill number during discussion; lawmakers referenced recent bills on charter school oversight and closure procedures.
The committee noted the sponsor’s memo saying the bill would require the DOE to maintain permanent records of closed charter schools, but members who supported ITL said that earlier legislation already covered the same subject with additional provisions for closure, probation and bonds when appropriate.
With the committee’s recommendation recorded, HB 740 is reported out as ITL and will not advance from this committee unless further action is taken.
The committee moved on to other business after the vote.
