Committee advances bill to fix groundwater-district representation and shift delinquent-assessment deadlines

Representative Stephanie Mickelson, Republican of District 30, told a legislative committee that House Bill 194 would correct statutory gaps preventing full representation in the Bonneville-Jefferson Groundwater District and would change several administrative deadlines for billing and filing delinquent-assessment liens.
"The bill that you have before you this morning is a bill to fix a problem that came about after we had...a group of individuals or an area that had not previously been administered under the groundwater district," Representative Mickelson said, describing the need to ensure "representation from all the different areas." She also told the committee the bill moves key dates to give districts time to send bills and for property owners to return payments.
Under the changes Mickelson described, the bill would shift a billing date from January 1 to January 15 and move the deadline for filing a lien for delinquent assessments from January 15 to February 15 to allow additional time for districts to bill and for payments to be made. Mickelson said the moves were intended to "more accurately reflect what was happening" in district administration.
Committee leadership called for a motion after the sponsor concluded. Senator Guthrie moved that House Bill 194 be sent to the floor with a due-pass recommendation; Senator Taylor seconded. Committee members voiced "aye," and the chair declared the motion carried.
The bill will now proceed to the full chamber for further consideration.
