Advisory committee hears brief update on AB 586; committee asks to track AB 1105

Susan Kilcrease, a legislative analyst in the Department of Consumer Affairs Legislative Affairs Division, gave a brief overview of active legislation that could affect the bureau, focusing on Assembly Bill 586.
Kilcrease told the advisory committee that AB 586, introduced Feb. 12, 2025, would redefine professional fiduciaries to include professional fiduciary professional corporations and would update the Probate Code to set requirements those fiduciaries must meet for superior court appointments. She said AB 586 had been referred to the Assembly Business and Professions Committee and the Assembly Judiciary Committee and was awaiting further action.
A committee member asked if staff could also follow AB 1105, proposed legislation regarding conservatee placement; Kilcrease said staff would track that bill and provide updates at future meetings. Kilcrease noted legislative deadlines the committee should be aware of: May 9 is the last day for policy committees to hear and report nonfiscal first-house bills and May 23 is the last day for fiscal bills to be heard and reported in the first house.
Kilcrease said the Legislative Affairs office was available to answer questions and provide updates to the advisory committee as bills move through committee.
