Commission discusses conceptual redesign and legal-wall idea for summer mural at Goodale and Park

The Historic Preservation Commission heard a conceptual presentation on proposed changes to the summer mural installation on the cap at Goodale and Park and offered preliminary feedback to staff and the applicant.

Applicant Rachel Kengatter described options to improve visibility and public engagement — shifting the mural wall west, splitting the wall to form an L-shaped, west-facing surface, painting the ground plane along North Park Street and West Goodale Street, or establishing a managed legal wall where the public could paint under community guidelines and periodic maintenance. Kengatter said the program has run since 2020 and organizers hope changes will increase pedestrian and driver visibility and cluster artist activity around gallery hop weekends.

Staff noted the application is conceptual and cited city code 31 16.09 on issuance of a certificate; staff recommended design feedback instead of conceptual approval at this time. Commissioners questioned logistics, including whether ground-level activation would conflict with Columbus Department of Public Service (DPS) or ODOT permitting, how a managed legal wall would be monitored, and whether shifting the wall would reduce capacity for live painting demonstrations. The applicant said the program obtains an annual permit from ODOT for the site and would coordinate with management and the ambassador team for monitoring.

Commissioners generally expressed openness to the ideas but cautioned about public-right-of-way constraints and the need for a clear management plan if any part of the cap became a legal wall. One commissioner suggested clustering artist activity on gallery hop weekends to create a stronger public event; another encouraged the applicant to check DPS and ODOT restrictions for ground-plane programming. Staff will relay the commission’s feedback to the applicant, who may return with detailed drawings and permits for a future hearing.
