Committee approves release of reserved funds for CalAIM justice-involved grant and refugee services

The Budget and Finance Committee on March 12 voted to release previously reserved Board funds to the Human Services Agency for two grants: a CalAIM Justice-Involved Path Round 2 award from the California Department of Health Care Services (about $224,000) and a Refugee Support Services (RSS) award from the federal Office of Refugee Resettlement (about $832,000).
Celia Pedroza, budget director for HSA, said the CalAIM justice-involved funds cover the period July 1, 2024, through Oct. 1, 2024, and were used to implement protocol and system improvements to smooth Medi-Cal enrollment for justice-involved individuals and to claim temporary salaries incurred earlier in the year.
Pedroza said the Refugee Support Services award was larger than typical annual awards (the department usually receives a little over $100,000 annually), and releasing the reserve funds will allow HSA to spend the $832,000 award down over time to support employment services, housing assistance and linkage work to public benefits.
No members of the public spoke on the items. Supervisor Connie Chan moved to release the reserves and file the hearing; the committee recorded a roll-call vote of Dorsey — aye; Engadio — aye; Chan — aye. The motion passed 3-0.
The committee’s action authorizes HSA to proceed with previously incurred costs for the CalAIM award and to begin obligating the larger refugee services award in accordance with grant requirements and city processes.
