Indianapolis plat committee approves expedited plats, grants recording extensions and several continuances

The Indianapolis Plat Committee on March 12 approved a slate of expedited subdivision plats, granted recording extensions for several previously approved plats and continued multiple petitions to April 9, 2025, without additional notice.
Committee action centered on requests to waive the two-year recording requirement for plats that the committee had approved in prior years, several petitioners asking to move their cases to the expedited docket, and staff requests to continue a few vacation and variance petitions while agency transmittals or payments were completed.
Among the recording extensions granted, the committee unanimously approved a one-year waiver for 2023PLT005 (7610 West County Line Road), moving the recording deadline to March 12, 2026. Staff told the committee it had "no opposition" to the waiver because there had been no change in the applicable ordinance since the platβs original approval.
The committee also granted a one-year recording extension for 2022CPL825 (6379 North College Avenue) to May 26, 2025, after the petitioner said a survey/recording mix-up required extra time to gather signatures. Kelly Shaw of the City of Indianapolis Office of Finance and Management and Mark Harvey, capital projects manager for the Indianapolis Fire Department, spoke in support of that extension.
Shorter extensions were approved in other cases: 2022PLT096 (649β651 North Oxford Street) received a two-month waiver to record by April 8, 2025; and 2022PLT040 (approximately 1201 South German Church Road) received a waiver to record by March 31, 2025. In each case staff indicated no objection to the requested deadline.
The committee moved several petitions to the expedited docket and then approved them as read. The expedited petitions approved included (case numbers and short descriptions as read into the record): - 2025PLT001 β Calvary Townhomes, 1018 and 1024 Calvary Street, subdividing 0.27 acre into 3 lots (Center Township, District 18, zoned D8). - 2025PLT002 β 5 Star Farms, 42115 Points Road, subdividing 50.01 acres into 123 single-family lots (Franklin Township, District 20, zoned D3FF cluster). - 2025PLT003 β Thomas A. Edison School No. 47 plat, 777 South White River Parkway West Drive, subdividing 16.4 acres into 2 lots (Center Township, District 18). - 2025PLT008 β Kenwood Commons, 134 & 142 West 30th Street and 3006 North Kenwood Avenue, subdividing 0.22 acre into 3 single-family lots (Center Township, District 8). - 2025PLT009 β Yandy's Townhomes, 2013 Yandy Street, subdividing 0.13 acre into 2 lots (Center Township, District 13). - 2025PLT011 β Middleton Section 1, 11015 & 11127 East 406th Street, subdividing 32.11 acres into 78 lots (Lawrence Township, District 15).
The committee also approved a motion to continue several items to the April 9, 2025 hearing without further notice. Those continuances included 2025PLT010 (1421 East Michigan Street), which the petitioner asked to continue while pursuing an associated variance petition; 2025VAC002 (1450 South Reisner Street) and 2025VAC003 (6280 North College Avenue), both continued at staff request so required transmittals or payments could be completed.
Several petitioners spoke briefly at the hearing. Keith Gilson of Stepworth and Associates requested the one-year waiver for 2023PLT005, citing unforeseen issues with the U.S. Environmental Protection Agency and the Indiana Department of Environmental Management that delayed work. Joe Calderon, representing petitioners in other matters, asked that items be placed on the expedited docket when neighbors had indicated no opposition. Edward Valente and Justin Kingham each represented petitioners requesting expedited placement or continuance on separate cases. Kelly Shaw of the Cityβs Office of Finance and Management said her office supported the North College Avenue extension and that Indianapolis Fire Department staff were coordinating on the project.
When the committee moved to adjourn, Chairperson Wilson reminded members that statements of economic interest are due in the period around May 1 and asked staff to ensure committee members receive the required filing instructions from the Office of Corporation Counsel. A committee member noted the filing is mandatory and can carry a fine if omitted.
