Summit County Council sets minimum target of 1,500 affordable units, directs staff to deliver plan by April

Summit County Council members agreed at a March retreat to ask staff to produce a community housing strategy aimed at delivering a minimum of 1,500 deed-restricted or otherwise attainable housing units over the next 10 years and to return to the council with a detailed implementation plan by the end of April.

The council’s decision followed a day of presentations and debate about the county’s housing deficit, development tools and the role of a county housing authority. County staff and consultants presented several analyses showing a substantial shortfall in housing for local workers and lower- and moderate-income households; county staff also outlined tools — rezones, private-public partnerships and use of county-owned land — that could help produce deed-restricted housing.

Why it matters: Council members said they wanted a concrete, actionable strategy that links targets (how many units), the people the units should serve (for example, teachers, law enforcement, health-care workers), and where and how units could be developed. Without an agreed target and framework, members said, individual projects tend to become adversarial and deliver too little affordable housing relative to local need.
