Garland shows progress on Central and West library construction; opening targeted for late spring or early summer

The presenter described the main entrance at Central, including a new water fountain, vending area, a grand stair with seating and a planned slide, and multiple floor-to-ceiling windows in the adult reading area. Staff said reading nooks, study rooms, maker space and meeting rooms are largely formed and that cabinets and ceiling tile work are in progress.
Staff described a temporary delay to lower-level carpeting after a pump failure in an area below the water table, saying contractors postponed carpeting until the pumps were functioning. A children’s outdoor natural play area was shown as under construction on the northeast corner of the Central site, and staff said that poured entryways for the two main entrances were completed ahead of a recent rain event.
The board discussed site circulation and parking. Staff said most parking and handicap spaces will be on the west side and that the southeast corner is patio space rather than an entrance because site grade prevented placing accessible parking there; the book drop will be on that side. Staff said entrances are being consolidated to the west and southwest sides near the primary parking.
When asked about opening dates, the presenter said the schedule was still somewhat uncertain but that staff were aiming for late spring to early summer for openings. The presenter said air conditioning and heating commissioning was expected soon, after which interior finishing could accelerate and openings would be more certain. Board members asked whether Central and West would open together; staff said separate ribbon-cutting events were planned but that the openings could be close in timing.
