Where transcripts recorded a roll call, nine members were present and votes were recorded as unanimous where noted. Several motions, including the budget transfers and appropriations, were requested by departments (Chesapeake Integrated Behavioral Healthcare, Finance, Public Works) and briefly presented by staff before the council voted. Questions from council on project timelines and staffing were noted for follow-up but did not delay approval of the motions.
