Supporters said the change would remove a lengthy, costly barrier that currently slows ADU construction in coastal areas and argued the exemption is particularly important following the Palisades and other wildfires in Los Angeles County. Nolan Gray of California YIMBY and others testified that ADUs now account for roughly one in five newly constructed homes statewide and that streamlining coastal approvals in LA County would speed rebuilding and add rental supply.
A small number of speakers raised concerns about neighborhood impacts; one speaker described neighborhood changes associated with ADUs in their area and asked policymakers to consider community effects. Planning and conservation interests asked for time to review the bill and raised unspecified concerns.
Committee members asked clarifying questions; the author said the bill would not prevent homeowners from voluntarily building to higher standards and reiterated the bill preserves emergency and safety protections. The committee voted to refer AB 462 to the Assembly Appropriations Committee.
