Senate advances bill to raise expedited solar net-metering threshold from 15 kW to 25 kW

Senator from Rutland, reporting for the Senate Natural Resources and Energy Committee, said the technology improvements in solar panels allow more generation from the same or smaller footprint and that the committee recommends changing statutory language and Public Utility Commission rules to allow expedited registration for systems up to 25 kW. The reporter said the General Assembly intends the Public Utility Commission to allow projects up to 25 kW to use expedited registration before formal rule updates are complete.
The bill's draft changes update statutory cross-references governing net-metering standards and instruct the Public Utility Commission to revise rules (cited in the report as Rule 5.1) to allow ground- and roof-mounted photovoltaic net-metering systems of not more than 25 kW to qualify for expedited registration. The reporter said testimony came from the renewable-energy community and legislative staff; committee recommended passage.
Senators ordered the bill to third reading by voice vote.
