House adopts conference committee report on FY2025 budget adjustments; bill sent to governor

The Vermont House adopted the committee of conference report on H.141, the fiscal year 2025 budget adjustment bill, and voted to transmit the bill to the governor on March 14.
The conference committee’s report left the House largely aligned with the governor’s proposed adjustments while incorporating several Senate changes. Those changes included reallocating $2 million from a $20 million early bond debt retirement amount to fund two positions at the Human Rights Commission starting May 1, 2025; funding one additional attorney position in the attorney general’s office to address federal actions affecting Vermonters starting May 1, 2025; and $1.8 million in grants to flood‑impacted municipalities. The committee also approved $220,000 for the Emergency Personnel Survivors Benefit Fund.
Committee leadership told members the committee found agreement on approximately 98 percent of the governor’s proposals. The conference committee vote was 5‑1 in favor of the report.
After adoption, the House moved to suspend rules and ordered that H.141 be delivered to the governor forthwith pursuant to House rule 15.
