Skagit County approves consent agenda with two items pulled; recusals noted

The Skagit County Board of Commissioners approved most of its consent agenda on March 10 but removed two items — the March's Point Whitmarsh Landfill remediation bid award (item 36) and a personal services agreement with Costco Health Solutions (item 47) — for further review.
Commissioner Lisa Janicki opened the meeting and noted item 47 had been pulled. Several commissioners highlighted consent items during the pre-vote remarks, including appointments to local taxing districts and a resolution on county policies for take-home vehicles. Commissioners also flagged a planned RFP for a new county website and an amendment to an engineering contract for a federally funded bridge project.
Before the vote on the consent agenda, Janicki invited public comment on item 36. After discussion with bidders and county staff, commissioners agreed by consensus to remove item 36 from the consent agenda to allow additional review of procurement documentation. Commissioner Browning moved to approve the consent agenda items 1 through 35 and 37 through 48 "minus 47," and Commissioner Wiesen seconded the motion. The board approved the consent agenda as presented, minus items 36 and 47; the voice vote was recorded as unanimous.
Separately, miscellaneous agenda items 1, 2 and 3 — related to public health tenant-based rental assistance administration and Home Investment Partnerships program actions — were approved, with Commissioner Wiesen recusing herself. "I am part of the board for community actions, so I've been advised I need to recuse myself for these things," Commissioner Wiesen said before the vote. The board approved items 1–3 on a 2–0 vote with one recusal.
The board also approved miscellaneous item 6, an amendment to an existing lease agreement with Bird's View LLC for land within the Cascade Trail Corridor that extends the lease term through April 30, 2027 and keeps the annual payment at up to $6,000 per year. The item passed with two votes in favor and one recusal.
Ending
Commissioners adjourned the meeting and scheduled a non-televised work session with the Board of Health. Staff will return the pulled items to a future agenda after additional review.
