Heath council members urge vigilance as state bills on zoning, MUDs and ADUs advance

Councilman Dodson said he testified in Austin on behalf of local governments and stressed the need to preserve local zoning control. Dodson told council members the bills under consideration vary by size thresholds — he said one measure as drafted would initially apply only to municipalities larger than 90,000 and counties larger than 300,000 — and warned those thresholds could be lowered over time. He urged the council to continue outreach and to work earlier and more steadily with legislators in advance of sessions.
Council members and city staff said they are coordinating with neighboring mayors and county officials to develop proposed MUD reforms and to communicate those concerns to the Legislature. One council member described the current legislative activity as multiple bills addressing MUDs and asked for a more comprehensive approach from committee staff so cities have a consolidated legislative target.
Council members also flagged accessory dwelling unit (ADU) proposals, noting that ADUs can change the character of single‑family neighborhoods by enabling additional rental units on single‑family lots.
No formal council action was taken; members said they will continue regional coordination and outreach to state representatives and county officials.
