Crutchfield District TIF amendment delayed as staff expands project-area benefits; increment estimate rises

City staff asked the Urban and Economic Development Committee to delay action on an amendment to Resolution 2301 concerning the Crutchfield District tax increment financing (TIF) project plan so the legal description and boundary maps can be corrected. Staff said the amended plan expands the project-area "area of benefit," allowing increment-generated investment to spill over into parts of the Archer corridor toward Lewis, while stopping collection at Wheeling.

A city presenter described the change as expanding the portion of the neighborhood that could benefit from public improvements — including alley and infrastructure work — while leaving the increment collection area limited to parcels designated in the primary plan. The presenter said the projected increment for the plan increased "from 4,000,000 to 40,000,000 and some change" after the boundary adjustments. Staff asked to return the corrected resolution to the City Council on the March 26 meeting rather than sending an imperfect document forward.

Councilor Dr. Wright and other committee members praised the staff's caution and due diligence, noting the Crutchfield plan will be treated as a proof of concept for using TIF to support housing and neighborhood public improvements. Staff explained that the project includes multiple subareas (labeled b, c, d, e and f in briefing materials), with single-site developments carved out to prevent early activation of those parcels and the remainder encompassed in the primary project area labeled "A."

The committee did not approve the amendment at the meeting; staff said a corrected resolution and map will be presented at the next City Council meeting for formal action.
