Planning commission approves White Pine Canyon Phase 2, grants accessory-building CUP and adopts minutes

The Snyderville Basin Planning Commission on March 11 approved the Last Chance at White Pine Canyon Phase 2 subdivision, granted a conditional use permit for an accessory building exceeding 2,000 square feet at 4404–463 Old Ranch Road, and approved the Feb. 25, 2025 minutes.
Phase 2 subdivision: The commission voted to approve the Last Chance at White Pine Canyon Phase 2 subdivision, which plats the remaining eight lots on a parcel described in staff materials as 60.27 acres within a larger 753-acre holding that is subject to a settlement agreement. Tiffany Robinson, county planner, said the settlement agreement clarified there are 12 lots of record for the overall parcel and that no additional density is allowed beyond those lots. "This settlement agreement was really just resolving a lot of record dispute," Robinson said.
Robinson told commissioners the plat shows development envelopes placed to avoid slopes greater than 30 percent and that the property lies in the mountain remote zone and a ridgeline overlay. The staff report recommends approval subject to the findings, conclusions and the conditions listed in the report. During the public hearing Tim Lewis, general manager of the Colony Homeowners Association, said the HOA "does not...have any problems with the approval of this plat" and that the Colony and the development representatives are working toward consistent CC&Rs as required by the settlement agreement.
A commissioner moved approval and the motion was seconded by Commissioner Nagy; the commission carried the motion by voice vote with no recorded roll-call and no opposition.
Conditional use permit (Old Ranch Road): The commission considered a conditional use permit (CUP) for an accessory building over 2,000 square feet at 4404–463 Old Ranch Road. The item had a prior public hearing and was continued to allow the applicant and adjacent HOA to continue discussions. Planner Madeline Madonna reported only an update on the previously requested condition of approval and said the applicant has been communicating with the Ranch Place HOA; no additional technical materials were provided at the meeting.
A motion to approve the CUP as conditioned in the staff report passed on a voice vote; Commissioner Carmichael recused himself from discussion and vote because he resides in the development where the application is located.
Minutes and other business: The commission approved the Feb. 25, 2025 meeting minutes (voice vote; one commissioner recorded an abstention). The chair reminded commissioners that nominating a vice chair and replacing a resigned commissioner remain outstanding items to schedule on a future agenda.
Ending: Staff said the next regular meeting is March 25, with an afternoon work session on the outlets redevelopment and a plat amendment for Rocky Mountain Power on the regular agenda. The commission adjourned the meeting after routine business.
