Utility staff reported the department has resolved a billing backlog that left some cycles delayed since August and said normal billing cadence is restored.
Deputy director Stone (title referenced by staff) told the board that bills had fallen two to four weeks behind but that staff have caught up; the department expects April bills to be on the normal schedule and plans to reinstate shutoffs and late fees on May 1. Staff said they will mail an April notice to customers explaining the timing and offering payment-plan information and resources for customers who need assistance.
Board members asked about delinquency; staff said they had not yet run full delinquency statistics but that anecdotally delinquencies were higher than typical and that some customers wait until shutoff or late-fee notices to pay. Staff said they would continue outreach and work on one-off customer issues as they arise.
