Commission approves three procurement items, defers $117,000 AV purchase for household hazardous waste facility

Sedgwick County commissioners approved three of four procurement recommendations from the Board of Bids and Contracts and deferred a fourth item for additional review.
Purchasing Director Joe Thomas recommended: (1) accept the proposal from Inmate Calling Solutions, LLC (IC Solutions) for inmate communication services at the adult detention facility; (2) accept Niche Vision Forensics LLC for StarMix software annual upgrades and maintenance for the Regional Forensic Science Center (five‑year contract, $97,610); and (3) utilize the Sourcewell contract with Staples Contract and Commercial LLC for office-supply and workplace catalog solutions. The commission approved those three items on a roll-call vote. The second item on the board report — an audiovisual and related AV upgrades package for the Household Hazardous Waste (HHW) facility, quoted at $117,321.91 through an interlocal contract with Conference Technologies Incorporated (CTI) — drew extended discussion.
Why it matters: The HHW expansion includes a swap-and-shop entrance and a meeting room used for tours, trainings and public education. County staff said two commercial-grade screens are planned for the swap-and-shop and that classroom/training AV should be durable; the vendor argued commercial units used continuously will have shorter lifespans compared with commercial-grade solutions with cooling systems. Commissioner Howe questioned the package’s scope and value and said he preferred a more conservative approach to spend public funds. Commissioner Howell suggested deferring the item to allow one‑on‑one briefings with purchasing and solid‑waste staff. The HHW building’s contractor expects construction to complete in April and had hoped for an Earth Day April 27 public event.
Action: Commissioners voted 5‑0 to approve the three procurement items and to defer the HHW AV purchase until a future meeting (March 26, 2025) to allow additional review and discussion. Purchasing staff and subject-matter staff will provide additional details before the deferred vote.
