RMA staff report: county transit facility feasibility continues; Pelicano Drive litigation awaits judge’s ruling

“We do have a parcel in mind, but we need to complete the environmental process, and that's going to take quite some time,” Raymond Tayas said. The feasibility study remains ongoing, design is on hold, and right‑of‑way work will proceed after environmental clearance and acquisition steps.
On the Pelicano Drive widening project, staff reported the trial phase has completed, all briefs have been filed and the matter is now with the judge. “All of this is now in the judge's hands,” Tayas said. Board members asked about elapsed time; staff said roughly one month had passed since the final briefs and that rulings in earlier related proceedings issued about a month after final briefing, so they were hopeful for a ruling soon.
Both items were presented as staff reports; no board action was requested or taken. Staff said they will advise the board immediately when the court issues a ruling on Pelicano Drive and will return with updates on right‑of‑way and environmental milestones for the county transit facility project.
