Superintendent Dr. Russell told the Safety & Operations Committee the district is continuing outreach and data collection to inform a proposed grade‑level realignment.
Dr. Russell said staff held targeted meetings with special-education parents and has met with building staff and home-and-school organizations at six of seven schools. He said administration has run timed bus-route exercises — including multiple test rides that left district office at about 7:25 a.m. and took roughly 30–35 minutes to reach West — to assess travel times and route efficiency.
"The next community meeting is scheduled for next Thursday, February 27," Dr. Russell said, and he said he will present a culminating slide deck as part of his superintendent's report on March 3. He asked the board to identify whether it needs more information or is ready for a decision in April or May so administration can begin implementation work if the board approves a plan.
Committee members raised transportation and transition questions. One member noted East might increase to about 711 students in the scenario discussed, up from roughly 575, creating an increase near 200 students at that campus and prompting questions about bus and parent-car traffic. Administration cited staged bell times and possible routing strategies, and it said staff are using GoPro recordings, timed rides and vendor/operator input to test options and "sandbox" route plans.
Members also emphasized special-education families' concerns about continuity of services during transitions. A committee member who participated in the special-education outreach said those parents wanted a clear, consistent flow of responsibilities and communications when students move between buildings. Dr. Russell and other administrators described follow-up work to develop transition plans and suggested producing a clear flowchart or transition checklist for families and staff as a separate lane of work alongside the realignment analysis.
No formal vote was taken; administration asked the board to advise whether it requires further information after the March 3 presentation or can act in April or May.
