The motion, as finalized, directed that the existing 2013 policy remain in effect and that the new inspection form developed by Mr. Kramer be used. If the city manager is not present to approve vehicle sign-outs, the council directed that the forms be submitted either through the city attorney's office or emailed to the city manager for approval.
During the discussion the mayor said he was using the truck for city business and cited a monthly gas stipend of $46.17 as insufficient to cover his fuel costs. "I am only using the vehicle for city business... that is the reason I'm using the city vehicle. I cannot afford to be using my own gas because of rules and regulations that I... do not get reimbursed," the mayor said. He also said he had a trip to Tucson scheduled the next day and asked how the council wanted to handle sign-out while the city manager is out.
Councilman Bonilla moved that the mayor hand over his keys to the city manager's office and use the truck only after checking it out and returning it to City Hall; the motion was seconded. Several council members discussed practical exceptions for after-hours returns and for travel that returns late at night. Joel, a city staff member, said the sign-out forms exist and can be emailed to him for approval: "They can be emailed to me, and I can sign off on that as easy as the process is." Mr. Kramer was cited as the developer of the inspection form the council adopted for interim use.
The council took a voice vote on continuing to follow the 2013 policy and using the new inspection form while the updated policy is drafted; the motion passed. The council instructed staff to accept submissions to the city manager by email or, when necessary, to route approvals through the legal office.
The agenda described the item as "ensure compliance of the mayor's current use of the red Chevrolet Silverado with the 2013 vehicle use policy, including the implementation of pre and post inspection forms for each instance of vehicle use turned into the city clerk." The action is temporary pending a draft updated policy the council expects to review at a future meeting.
