Rep. Scribe described the measure as targeted to a small group of veterans and argued it would help veterans find recreational outlets that can support mental health. “If a veteran could take an ATV and not think about taking their life, this is worth it,” Scribe said during testimony. He said the bill is supported by the Minnesota chapter of Disabled American Veterans and by ATVAM, an all-ATV organization.
Vice Chair Olsen and other members asked clarifying questions about eligibility and scope. The committee recorded the recommendation that HF1225 be re-referred to the Environment and Natural Resource Finance and Policy Committee; the motion carried on a voice vote with the chair announcing the result.
