Spokane Valley authorizes interlocal agreement with WSDOT for state-owned signal maintenance

Council authorized the City Manager on March 11 to execute an interlocal agreement with the Washington State Department of Transportation (WSDOT) for maintenance of traffic signals and ITS equipment on state-owned corridors running through Spokane Valley, including SR 290 and SR 27 (Trent Avenue and Pines Road).
Public Works staffer Jeremy Clark explained that many cabinets and ITS components on state routes differ from the city’s equipment, and WSDOT maintains inventory and specialized knowledge for those systems. The interlocal agreement approved by the council formalizes WSDOT’s maintenance role while preserving the city’s right to act in emergencies or to make safety fixes if WSDOT is unavailable. Clark said the agreement was substantively reviewed and approved by WSDOT’s attorney-general office.
Council approved the authorization unanimously; staff said the signed agreement will allow continued coordinated maintenance and clarify roles, responsibilities and response expectations for traffic-signal operations on the state routes that run through the city.
