Planning commission approves conditional-use permit for 427 North State Street event center with operating-hour limits

The Augusta Planning Commission on 2025-02-20 approved a conditional-use permit for an event center and reception hall at 427 North State Street (CU2025-02), subject to conditions in the staff report and a specific operating-hours restriction.

Debbie Bowman, the applicant, told commissioners her plan is to operate Bowman & Company (an event rental and special-events business) from the building and, in later phases, operate an event space. "Currently, from Bill Morris, the architect, from what he has determined is 300 is the maximum occupancy," Bowman said.

Staff recommended conditions limiting regular event hours to Sunday–Thursday, 8 a.m.–10 p.m., and Friday–Saturday, 8 a.m.–midnight, with staff allowed to perform setup and cleanup outside those hours. The staff report also included building-code requirements and a requirement that the applicant address a fire-escape issue identified by the fire department.

Neighbor Tracy Everhart said she supports occupancy of the vacant building but raised noise and soundproofing concerns because of openings between the subject building and the adjacent building and because apartment windows are located directly above and behind the proposed outdoor rooftop area. "I'm worried about sound during the day when I'm trying to run my business," Everhart said.

Commissioners debated the appropriate closing time; some members favored midnight to keep competitive parity with venues in Wichita, while others preferred an earlier end-of-music time to reduce disturbance. The commission approved the permit with the staff-recommended condition set, including operating hours of Sunday–Thursday, 8 a.m.–10 p.m., and Friday–Saturday, 8 a.m.–midnight; staff are allowed outside operating hours for setup/cleanup. The motion carried by voice vote.

The permit includes the conditions listed in the staff report (items 1–4 from the earlier report) and the added hours restriction (item 5). Staff noted that the applicant must satisfy building-code and fire-department requirements before operations that increase occupancy or add rooftop uses.
