Madison County election commissioners approve municipal election agreements, clarify training and certification roles

Madison County election commissioners on March 12 approved agreements with three municipal election commissions — the Canton Democratic Municipal Election Commission, Ridgeland and Gluckstadt — authorizing the county to provide election equipment, supply bags and poll-worker training for those municipalities.

The approvals, made by unanimous voice vote with motions and seconds recorded but individual movers and seconders not named in the transcript, followed a discussion about who trains poll workers, recusal and the county’s limited jurisdiction over municipal certification.

Circuit Clerk Anita Ray told the commission she had received letters from the municipalities requesting use of county election equipment and that the board of supervisors had approved those requests. County attorney Rich Spence told the commission the county’s role under these agreements is limited to training poll workers and supplying materials, and that the county does not have jurisdiction to certify municipal election results. Spence said he was monitoring state election legislation that could affect county practice but that most bills had not advanced; he said he would report updates by email.

Commissioners also discussed training logistics. Spence (staff) and other commissioners said training is typically done by commission members in the district where the city is located; whoever takes the point communicates details to the other commissioners. Commissioners emphasized it is advisable to have at least two people present during training sessions.
