Sacramento council hears community-backed vision for 102‑acre Meadowview site, no decision taken

The Sacramento City Council received an informational briefing Tuesday on the 102‑acre city‑owned Meadowview site, hearing staff analysis of the property’s history, environmental constraints and preliminary development concepts, and extensive public testimony urging community‑driven affordable housing and economic development.

The presentation by Elizabeth Boyd, senior planner in the Community Development Department, summarized the city’s acquisition, prior council actions and planning work. Boyd said the site is landlocked, lacks permanent public roadway and contains about 10 acres of wetlands; staff estimated that mitigation, grading and temporary access would raise costs to develop the site and that building without private development partners would be “a huge cost for the city.”

The council and dozens of speakers concentrated on two recurring themes: using the site to prevent and end homelessness through long‑term affordable housing, and advancing economic development, civic amenities and youth programming directed by South Sacramento residents. “We have a chance to make this an economic catalyst for South Sacramento — affordable housing, civic amenities and an economic engine that builds generational wealth,” Councilmember Mai Vang said, summarizing the community’s priorities she has brought forward.
