Orange County begins public review of Land Use Plan 02/1950; commissioners debate 'rural conservation neighborhoods' and utilities

Clarion Associates presented the public review draft of Orange County's Land Use Plan 02/1950 at the Board of Commissioners' March 11 work session, laying out a "conservation and growth framework" intended to replace the county's current future land-use map and guide rezoning decisions for the coming decades.

Leanne King, the Clarion consultant who led the presentation, said the draft emphasizes three core aims: protect high-value agricultural and environmental lands, support additional types of housing close to employment centers, and guide strategic economic development. "The intention is to create opportunities for sustainable development while protecting priority natural and working lands," King said in the presentation.

The draft introduces a new land-use category called "rural conservation neighborhood," which Clarion described as a development form where a significant portion of a site'typically 50 acres or more'would be permanently protected and housing clustered on the remainder. A graphic in the draft contrasts that clustered form with traditional spread-out subdivision patterns.
