South Gate council approves $1.7 million CDBG reprogramming for street and park improvements

The South Gate City Council on March 11 adopted a resolution approving multiple substantial amendments to annual action plans and reprogramming federal Community Development Block Grant (CDBG) funds, the council said at its regular meeting.
Housing Manager Carol Avril told the council the amendments combine and reallocate CDBG balances spanning fiscal years 2018–19 through 2024–25 to close out older program years and direct funds to a “construction-ready” street improvement project and multiple park upgrades. Avril said the reprogramming totals about $1,700,000.
The street repairs portion is funded at $752,540 and is slated for improvements on Industrial Avenue (Main Street to Century Boulevard), Frontage Road (Southern Avenue to Miller Way), Pinehurst Avenue (Tweedy Boulevard to Southern Avenue) and Hildreth Avenue (Southern Avenue to Tweedy Boulevard), Avril said.
Park projects carry a combined recommendation of $1,039,254. That includes $600,000 for shade structures covering spectator areas at six ball fields, $120,000 for a new playground at Gardendale Park, $120,000 to replace a 50-plus-year-old recreation building roof at South Gate Park, $80,000 for an aquatic scoreboard, $55,000 for a gym divider at the Parks Sports Complex and $64,254 for remodel work in the girls’ clubhouse at South Gate Park. Avril said estimated completion dates range from mid-2025 through mid-2026 for the various projects.
The council authorized the city manager or the community development director to begin implementation steps. During discussion, council members asked staff for clarification about which recreation roofs would be replaced (recreation huts used by scouting organizations) and requested options if program uptake or costs change.
Vice Mayor Victor Baron and other council members praised the Citizens Advisory Committee and noted the recreation upgrades will serve many residents. Councilman Emil Hurtado recused himself because Frontage Road work is near his property. The measure passed with the council recording four yes votes and one recusal.
