Planning commission grants two-year extension for Dow Winery development at 5175 Airport Road

The El Paso de Robles City Planning Commission voted 5-0 on March 11 to grant a two-year time extension for the Dow Winery planned development (PD2209) at 5175 Airport Road, extending the entitlement expiration to Feb. 21, 2027.
Staff told commissioners the extension request from Dahl Vineyards LLC was filed because of a change in ownership and does not propose any changes to the scope, site plan or previously required mitigation. The original plan development (PD2209) was approved by the City Council on Feb. 21, 2023, and the entitlement was set to expire Feb. 21, 2025. Staff said the project remains consistent with the General Plan and updated zoning code, and that the existing mitigated negative declaration and mitigation monitoring and reporting program remain in effect.
Staff answered commissioners’ questions about site access, noting the parcel is a flag-shaped lot and that access would come from the flagged portion of the parcel; staff said the access area appears paved and ready to maintain access. No members of the public spoke on the item.
Commissioner Kogler moved to recommend approval of draft resolution PC25‑xxx granting the two-year time extension; Commissioner Christensen seconded. A roll call vote recorded aye votes from Commissioner Kogler, Commissioner Christensen, Commissioner Neal, Commissioner Connolly and Chairperson Koverubias. The motion passed 5-0.
Staff presented the formal options the commission could use, and recommended approval of the two-year extension. The staff presentation said no subsequent environmental review (no subsequent MND or EIR) is required because there have been no substantial changes to the project or its surroundings that would create new significant environmental effects.
With the extension approved, the planning commission record shows the original MND and the mitigation monitoring and reporting program remain enforceable and all previously adopted conditions remain in effect. The resolution number to be inserted into the final document was recorded as PC25‑xxx on the meeting agenda and will be finalized in the planning commission packet and resolution text.
