Glendale adopts plans, seeks bids and approves construction‑management contract for Rock Haven sanitarium preservation

Staff said the overall engineering estimate for the construction phase is about $7,000,000 and that the state grant currently available for the project is approximately $6.8 million; staff will determine whether additional budget appropriation is necessary once bids are returned. The plans include site hardscape and landscape work, repairs to the Pines Cottage interior and exterior, accessible routes and other preservation work consistent with treatment standards for historic properties.
The professional services agreement was awarded following an RFP and an interview process in which Maestro was judged most qualified based on experience with historic preservation projects. Staff said no additional appropriation is required at this time because the work is planned within the existing grant and previously appropriated funds; the council agreed that staff would return with appropriation requests if bid totals exceed current estimates.
Council members and public speakers emphasized the long timeline for Rock Haven and the community’s interest in preserving the site as a public asset and potential museum. Friends of Rock Haven and other community members have been involved in the project for years; staff and the council noted the need to coordinate future work and potential additional funding requests with state and federal partners.
Vote: The resolution adopting the plans and the motion approving the Maestro agreement passed unanimously on a roll call: Brotman — yes; Garpetian — yes; Kasakian — yes; Najarian — yes; Mayor — yes.
Next steps: Staff will advertise for bids on the plans and then report back with bid totals. If final bids exceed available grant funds, staff will return to council with appropriation requests and a prioritization plan for project tiers.
