County planning staff said the parcel has operated as a Christmas tree farm growing Colorado blue spruce and that county zoning prevented the property from qualifying for a plant-nursery use under its residential designation. The planning commission recommended rezoning, and staff described a conditional use permit that the applicant will use to regulate a commercial plant nursery, a resort lodge/event venue and possible small rental cabins. Water service is private: staff said the parcel is on a private well and has a roughly 3,000-gallon tank for irrigation and some fire flow, and any expanded events or overnight stays would require septic and health approval from Southwest Public Health.
A staff presentation noted the parcel is adjacent to existing commercial zoning and visible from Interstate 15. The planning commission recommended approval contingent upon the zone change; the county commission voted to approve the rezoning by voice vote.
Commissioners and staff stressed that the conditional use permit contains specific requirements for parking, septic plans and public-restroom facilities tied to event size, and that Southwest Public Health will review any septic installations for overnight accommodations.
The rezoning vote was recorded as carried by voice vote; the conditional use permit remains subject to the county's established review requirements and health-code approvals.
