County and fire leaders described the study as an early-stage assessment to gather call-volume data, review current funding and contract arrangements, and evaluate options for district structure. The firm will examine response locations, mutual aid patterns and the fiscal implications of one or more district models.
Royce, a longtime fire chief representing the county's southern stations, said he wants to be closely involved and emphasized fairness among departments: "It wouldn't be fair to have one area contribute equipment and manpower while others do not," he said. Chief Royce also stressed the importance of protecting local capability for Parowan and Paragon Fire operations as the study examines consolidated or multiple-district options.
Commissioners and chiefs noted the study could recommend several options — including no change — and emphasized the contract is for analysis and recommendations, not a decision about governance or tax structure. The ratification motion carried at the meeting; study work is underway and staff said they expect further meetings and public engagement as ESCI advances through its process.
