County staff described a safety problem: repeated falls on an exterior stairway with steps of unequal heights and a deteriorating ADA access ramp. The project replaces tiered parking with a continuous slope to the upper tier, improves ADA access and adds privacy fencing between the assessor's office and an adjacent building.
At a bid opening the county reported three bidders; staff said "Purple Rock" was selected based on scoring. Commissioners later moved to award the contract; the motion recorded the contractor name in the meeting as variants (Pergo/Provo/Perko Rock). County staff confirmed the recommended contractor from the procurement process was Purple Rock and the commission approved the award and final contract amount.
The commission recorded the contract option price at $321,976.70. County fiscal staff and commissioners noted the project exceeded the buildings and grounds budget and identified a potential additional funding need of roughly $174,563. The commission authorized taking up to that amount from ARPA funds to cover the shortage; the motion passed unanimously.
Assessor Ryan Maddox told commissioners staff and members of the public have fallen on the stairs multiple times over the past two years and said the ADA ramp condition has deteriorated. Staff also noted the ADA parking is currently in the city right-of-way; the county will pursue a separate agreement with the city to allow county ADA parking access.
Staff warned the $321,976 figure may reflect a worst-case scenario since the construction contractor may propose savings or scope changes once work begins; the commission and staff agreed to manage change orders and contingencies in coming weeks.
