Budget committee reviews large rollover package ahead of Thursday opening

At its March 10 monthly meeting, the Davis County Budget Committee reviewed a substantial budget opening that staff said will be presented to the commission the following day, composed mostly of rollover funding for unfinished capital projects.
Curtis Cove, county controller, told the committee that most of the items in the package are rollovers from prior fiscal years and that the only materially new money in the package was a furniture request for pretrial services and funding for a part-time shooting-range position. Sherry Spills of the controller's office and Jeff Hassett of information systems joined the presentation.
Cove said the rollover package includes multi-year balances for projects ranging from building façade work to conference center improvements and a large air-handler and boiler project at the Justice Campus. He described the work as "primarily rollover" and noted the county's fund balances carry the amounts forward. "The only new money is pretrial services" and the shooting-range hire, he said.
Committee members pressed for details about projects that repeatedly appear as rollovers. One commissioner asked whether postponing work increases long-term costs; Cove and staff answered that reasons vary by project and that delays can raise future costs. Members noted a roughly $1.1 million rollover at the Davis Conference Center and additional multi-million-dollar rollovers on public works and Western Sports Park projects.
The committee also discussed internal budget movements inside departments, such as shifting revenue and expense lines for ankle monitoring and inmate services so the revenue posts to inmate services rather than a corrections account; staff described those changes as budget-neutral reclassifications.
On personnel, committee members raised human-resources questions about the advertised part-time shooting-range position; staff said the job is posted and recruitment is open. The shooting-range payroll request in the packet covered a pro-rated nine-month estimate including payroll taxes and benefits for a part-time position with the option to convert to full time later if needed.
The committee approved the minutes for the Dec. 9 and Jan. 13 budget meetings by voice vote after a motion and second; the record shows an affirmative voice vote of "Aye." No roll-call tally was recorded in the transcript.
The controller closed the item by asking whether there were any other questions before the formal budget resolution is filed for the commission to consider the following day.
