City engineers and consultant Kimley-Horn presented a 20-year implementation plan on June 14 that breaks previously modeled multi-basin flood reductions into 39 candidate projects and ranks them by cost, constraints and modelled benefits.
Kimley-Horn and city staff explained that the plan builds on earlier work: an AECOM Basin 4 assessment (2020) and a 2024 city multi-basin stormwater modeling study. The implementation plan translated modeled basin-wide options into discrete, constructible projects and then scored those projects on two components: a cost-and-constraint index (engineering cost, easement needs, sanitary sewer conflicts, pump O&M) and a benefits index (buildings, critical infrastructure and roads removed from the 25-year modeled floodplain). A combined benefit/cost score produced a ranked list of projects.
The consultants estimated the total of selected projects in the plan at roughly $280 million in present-day dollars and showed a notional 20-year schedule that balances design and construction obligations across years. The plan included two Basin 4 alternatives (a pump-based scenario and gravity outfall scenario); staff noted the current CIP already includes design allocations targeted at Basin 4 work for the coming fiscal years.
Council members asked how future sea-level rise and future-growth effects were represented. Consultants said the implementation-plan ranking used current-condition models to set a pragmatic, implementable program; they noted that more extensive, future-condition projects had been modeled earlier in the multi-basin study and would be revisited if council elects to accelerate a given area. Several councilors asked about using Community Redevelopment Agency funds to accelerate projects located inside the CRA boundary and asked staff to evaluate which CIP items could be advanced with CRA or other targeted funding; staff agreed to return to the CRA and council with recommended match and phasing options.
Why it matters: The plan turns modeled basin-level flooding results into an actionable, ranked portfolio. Preliminary cost estimates and the 20-year schedule give City Council a basis to consider funding options and to determine whether to accelerate particular projects inside the CRA footprint for earlier construction.
