Key 2026 requests include replacement of obsolete ballfield lights at REITs, a full replacement or renovation of the South Park splash pad (originally constructed in 2004), and playground equipment replacements at parks whose equipment dates from 2006. The department asked for an annual $100,000 allocation to support larger donor‑paired park projects (materials, gates, fencing and perimeter improvements) and outlined phased work on the REITs restroom/concession building this year as part of a larger multi‑phase effort.
Other near‑term items on the 5‑year list include a boardwalk replacement over Sawyer Creek (a school‑access route), park trail repairs, cemetery road repaving at Riverside Cemetery, and preliminary funds for redevelopment concepts at Quarry Park. Staff noted some projects are constrained by site conditions — for example, Quarry Park sits on landfill and requires ongoing monitoring — and that large projects such as Miller’s Bay dredging remain placeholders until further study and funding are confirmed.
Board members discussed priorities and asked staff to focus first on the most urgent maintenance needs. One board member said the REITs lighting and scoreboard work has been deferred too long and should be advanced; staff confirmed replacement lighting is a high priority because replacement parts are no longer available for existing fixtures. The board then moved and approved forwarding the 2026–2030 CIP to the Common Council with the Parks Board's recommendation.
Staff and board members emphasized the CIP's maintenance emphasis and that deferring current needs would increase future costs. Staff said they will continue meetings with finance and council staff as the document proceeds through the review process.
