Council awards City Hall restroom renovation using CDBG funds to Quadrate Construction LLC

The Roseville City Council on May 27 awarded a contract for City Hall restroom renovations to Quadrate Construction LLC under AEW project number 0100-0569, using Community Development Block Grant (CDBG) funds as the primary funding source and bond and other capital funds to cover remaining costs.
City Manager Mister Monroe presented bids and told council the project will refurbish and renovate all City Hall bathrooms. “We qualify. We're gonna be using the majority of the funds to fund that project,” Monroe said. Monroe said any remainder would come from bond money and other capital funds available to the city.
Scott Lockwood, who identified himself as representing a local consultant group, told the council staff recommended the second bidder, Quadrate Construction LLC, based on prior satisfactory performance. Lockwood said the low bidder submitted a significantly lower price but had performance issues on past projects, citing coordination of subcontractors and lack of communication.
Councilmembers asked whether restrooms would be made accessible; Lockwood and staff confirmed none of the existing City Hall restrooms were up to ADA standards and that the renovations will bring them into compliance. Councilman Leticia moved to approve AEW's recommendation to award the bid to Quadrate Construction LLC; Mayor Pro Tem supported the motion and council approved it by voice vote.
